Cayo Icacos is uninhabited, and it has been for centuries — no dock, no hotel, no road, no permanent structure of any kind. The island sits roughly three kilometres off the northeastern tip of Puerto Rico, a low coral-limestone cay fringed by a shallow reef and a sandbar that shifts with the season.
Everything a visitor brings must be carried on and carried off. That single condition explains why the icacos island water taxi exists at all: without a boat from the mainland, the island is simply unreachable.
The cay belongs to the Cordillera Cays Nature Reserve, a chain of islets and reefs protected by the Puerto Rico Department of Natural and Environmental Resources. La Cordillera runs east from Fajardo toward Culebra — Icacos, Lobos, Palomino, Palominito, Diablo, Ratones. Icacos is the largest of the group. Its reef supports elkhorn coral, sea fans, parrotfish and green turtles, and the shallows on the leeward side rarely exceed two metres, which is why the water reads turquoise from a kilometre away.
The US Navy once used the surrounding waters for training exercises, and older Fajardo captains still recall the restricted-access years. When the reserve was formally designated, the cays passed into conservation management instead. Entry to the island remains free — 0 USD — with transport charged separately per person, a structure unchanged for decades and one reason Fajardo boat tours became a working-class weekend tradition rather than a resort product. The island is open daily from 10:00 to 16:00.
Departure is from Las Croabas, Fajardo, Puerto Rico, a fishing village on a natural cove where wooden yolas were built long before the first tourist boat tied up. The village name comes from the croabo tree. Its waterfront now mixes small captains running the crossing with larger catamarans working the same route, and modern icacos island water taxi tours descend directly from that older ferrying economy.
What makes the cay matter today is precisely what it lacks. There is no shade beyond a thin line of sea grape and mangrove, no vendor, no signage, no lifeguard. Visitors encounter a Caribbean shoreline in something close to its pre-development state — a rarity on an island of 3.2 million people with a heavily built coastline. Conservation rules prohibit removing coral, sand or shells. The reef is monitored for bleaching, and boat operators anchor in designated sand patches to avoid contact with living coral. The island's emptiness is not neglect. It is policy, maintained deliberately.
